Budget Transparency as a Community Relations Strategy

Districts that proactively share apportionment data with staff, parents, and community members build stronger relationships and face fewer contentious budget disputes. This portal provides public CDE data in a format that is easy to share at board meetings, budget hearings, and community forums. When all stakeholders are working from the same verified numbers, conversations shift from dispute to problem-solving.

📋 Budget Transparency — Key Reporting Obligations

▶ AB 1200 Disclosure. Districts must publicly disclose their financial condition whenever they enter into a collective bargaining agreement with costs exceeding their projected revenues. The Principal Apportionment figures on this site are the same revenue baseline used in AB 1200 calculations.
▶ Reserve Requirements. California requires districts to maintain a minimum reserve (3–5% of expenditures depending on ADA). Board presentations should clearly distinguish unrestricted reserves from restricted funds and explain how reserves relate to LCFF entitlement growth or decline.
▶ Multi-Year Projections (MYPs). Districts must adopt and present multi-year projections showing the financial impact of existing agreements. MYPs should reference P-1 apportionment as the revenue baseline and update following the May Revision.
▶ LCFF Supplemental & Concentration Funds. These targeted funds must be spent on services for low-income, English learner, and foster youth students. Boards and community members can track whether these dollars are reaching intended populations through the LCAP process.
▶ STRS & PERS Employer Contributions. Pension contribution rates are set by the state and represent a significant and growing share of district expenditures. Communicating these mandatory costs clearly helps communities understand the difference between discretionary and non-discretionary spending.
